Dash Cam Footage of Tulsa Pursuit and Officer Involved Shooting

Tulsa Police Department have released dash cam footage of a pursuit where the suspect was shot dead. On Wednesday afternoon, Tulsa police attempted a traffic stop of a Dodge pickup being driven by Russell Rosser. During the pursuit, Rosser rammed two patrol cars and attempted to run over officers. Sergeant Steven Stoltz was out of his car putting down spike strips when Rosser drove towards Sergeant Stoltz. Sergeant Stolz then shot Rosser to protect his life an the lives of other officers.

Just before the shots were fired, you can hear:

“He’s swerving toward a unit there, did we get him spiked or not?”
“Did he try to hit you officer?
“He tried to ram two police officers”
“10-4 Charlie 301″
“Uh, he’s crashed out at Dawson and Yale, uh, Pine.”
“Shots fired, BOOM, get your hands down.”

The unidentified passenger in Rosser’s vehicle fled on foot and is still at large.

This shooting is clearly justified under both prongs of Tennessee v Garner. The shooting is under review by the District Attorney’s office now, and we expect that Sergeant Stolz’s actions will be determined to be completely justified.
